[1] This is Mao Zedong’s approval written on the report dated July 18, 1950, from Liu Yalou, Commander of the People’s Liberation Army Air Force; Chang Qiankun, Deputy Commander; Wu Faxian, Deputy Political Commissar and concurrently Director of the Political Department; Wang Bi, Deputy Political Commissar; and Wang Bingzhang, Chief of Staff.
[2] The report by Liu Yalou, Chang Qiankun, and others stated: Based on the current conditions of airfields in the Northeast and following discussions with comrade advisors, we propose the following suggestions for the deployment of our Air Force’s 4th Composite Brigade and a jet fighter division soon to be dispatched by the Soviet Union:
After completing its formation and organization in the Nanjing-Xuzhou area, our 4th Composite Brigade shall be transferred to the Northeast region;
Two fighter regiments and the brigade headquarters of the Composite Brigade shall be stationed at Andong, and one bomber regiment shall be stationed at Siping or Hailong. As for the jet fighter division coming from the Soviet Union, it is planned that the division headquarters and two regiments shall be stationed at Anshan, and one regiment shall be stationed at Liaoyang. In this way, six air force regiments will be deployed around Shenyang. According to our personnel’s on-the-spot reconnaissance, the airfields, buildings, and roads in the aforementioned locations can basically all be utilized in their existing state.
