[1] This is a telegram drafted by Mao Zedong for the People’s Revolutionary Military Commission of the Central People’s Government. Dong Songheng and Luo Guangwen were former generals of the Nationalist government army. In December 1949, Dong Songheng and Luo Guangwen successively led their troops to revolt in the Chengdu area. After the revolt, the troops were moved to the East China region for reorganization.
