System of Military and Administrative Committees and Military and Administrative Groups [I]

To the Central Bureaus and Military Regions of Central-South, Southwest, and Northwest:

In insurrectionary units, the leading organs should adopt the system of military and administrative committees and military and administrative groups, and should not follow the party committee system as in the main forces, so as to absorb insurrectionary generals to participate together in the work, which is beneficial to uniting with and reforming the units. Herewith is issued one piece of experience from the Suiyuan [2] reformation of Fu’s unit [3] for your reference. Please instruct your subordinate relevant departments to pay attention to studying this kind of experience.

This was a telegram drafted by Mao Zedong for the Central Military Commission of the CPC Central Committee, sent to the Central Bureaus of Central-South, Southwest, and Northwest and the various military regions.
[2] Suiyuan, name of an old province, covering the central part of today’s Inner Mongolia Autonomous Region, abolished in 1954.
[3] Fu’s unit, referring to Dong Qiwu’s unit originally subordinate to Fu Zuoyi. This unit declared insurrection in Suiyuan in September 1949 and was reorganized into the 23rd Corps of the Chinese People’s Liberation Army in December.
