CCP Central Military Commission’s Comments on the Organizational Structure of Leadership Bodies in Uprising Troops (July 12, 1950) To the Central Bureaus and Military Regions of Central-South, Southwest, and Northwest China: The leadership bodies within uprising units should adopt the system of Military-Administrative Committees and Military-Administrative Groups, rather than the Party Committee system employed by the main forces. This arrangement will facilitate the inclusion of uprising commanders in joint work, thereby promoting unity and the reformation of these troops. We are now transmitting one case study on the experience of reforming Fu Zuoyi’s former unit in Suiyuan [1] for your reference. You are requested to instruct the relevant departments under your jurisdiction to carefully examine and study this experience. Issued by the CMC on July 12, based on Mao Zedong’s handwritten draft. Notes [1] Refers to Dong Qiwu’s unit, which had previously been under Fu Zuoyi’s command. In September 1949, this unit announced its uprising in Suiyuan and was subsequently reorganized into the 23rd Corps of the Chinese People’s Liberation Army.
