Letter to Nie Rongzhen [1] Regarding the Resolutions of the Meeting on the Question of Defending National Defense (July 7, 1950)  Comrade Rongzhen: The resolutions adopted at today’s meeting [2] are hereby approved; please implement them without delay.

Notes  [1] Nie Rongzhen was then acting Chief of the General Staff of the Chinese People’s Liberation Army.  [2] Refers to the resolutions of the first meeting of the Military Commission held on July 7, 1950, to discuss the issue of defending national defense.
There were five items in total:  1. Troop redeployment and disposition.
Four armies and three artillery divisions were to be completely transferred by the end of July to assemble in Andong (now Dandong), Jigan, Benxi, and other locations.  2. Organization of the command structure.
Su Yu was appointed Commander and Political Commissar of the Northeast Border Defense Forces, with Xiao Hua as Deputy Political Commissar.  3. Preparation of logistical support.  4. Preparation for replenishing troop strength.
A detailed implementation plan was to be drawn up by the General Logistics Department and completed within a specified time limit.  5. Political mobilization work.
In general, political mobilization was to be carried out under the slogan of safeguarding national defense and security; the General Political Department was to draft a directive outlining the specific plan.
