Two paragraphs added to the draft report[1]

Some people have proposed that the government formulate an investment statute or a company law. We deem this necessary, and it is currently being drafted.

In the last three months, the Central Ministry of Labour convened a meeting of labour bureau directors from various provinces and municipalities; the Financial and Economic Committee of the Government Administration Council convened a meeting of industry and commerce bureau directors from major cities; and the Central Ministry of Finance convened a meeting of tax bureau directors from major cities. These meetings thoroughly discussed issues concerning labour-capital relations, the adjustment of industry and commerce, and the adjustment of taxation. Representatives of private industry and commerce participated in all three meetings. What I am now reporting largely consists of the common views and conclusions of these meetings.
