Two paragraphs added to Chen Yun’s draft report on the economic situation and adjustment measures [1] (June 11, 1950): 1. Some have proposed that the government should formulate investment regulations or a company law; we deem this necessary and are currently drafting such documents. 2. Over the past three months, the Central Ministry of Labor has convened a meeting of labor bureau directors from all provinces and municipalities; the Financial and Economic Commission of the Administrative Council has held a meeting of industrial and commercial bureau directors from major cities; and the Central Ministry of Finance has organized a meeting of tax bureau directors from major cities.
These meetings conducted thorough discussions on issues related to labor–management relations, the readjustment of industry and commerce, and tax reform.
Private industrial and commercial representatives attended all three of these conferences.
What I am reporting now largely reflects the common views and conclusions reached at these meetings.
