This is a comment written by Mao Zedong on a telegram dated May 28, 1950, from Su Yu, Deputy Commander of the Third Field Army of the Chinese People’s Liberation Army and concurrently Deputy Commander of the East China Military Region, to Zhang Zhen, Chief of Staff of the Third Field Army and concurrently Chief of Staff of the East China Military Region, who was attending an All-Army Staff Conference in Beijing. The comment was addressed to Nie Rongzhen, Acting Chief of General Staff of the People’s Revolutionary Military Commission of the Central People’s Government.

Su Yu’s telegram stated: In order to achieve superiority in the forces for attacking Taiwan, we welcome the participation of 3 to 4 armies from the Fourth Field Army in the operation (if too many are requested, it might affect the defense of the Central-South region). However, the most critical issues in the operation to attack Taiwan remain the three important problems: vessels for the first echelon to cross the sea, breaking through the attached defenses during the landing, and repelling enemy tank counterattacks to break through the forward positions. Please seek instructions to resolve the above issues through the nearest channels.
