Letter Concerning An Ziwen’s[1] Speech at the Third Plenary Session of the Seventh Central Committee
(May 30, 1950)

Comrade Ziwen:
Due to time constraints at the Third Plenary Session, it will not be possible to have a special report on Party organizational issues and Party consolidation. I hope you will prepare a speech of about an hour and a half, covering the key points of the already-issued “Directive on Developing and Consolidating the Party’s Organizations.”[2] After the session, please also consider whether you could select from the key points of your speech those suitable for publication and write an article (somewhat longer than the article of yours[3] published in the newspaper today) for public release.
