Except for Article 8,[2] where the words “and the leading personnel of Tibet” should be added, everything else may be approved.

[1] Li Weihan was then head of the United Front Work Department of the CPC Central Committee.
[2] On May 27, 1950, the Southwest Bureau of the CPC Central Committee submitted ten conditions for negotiations with Tibet to the Central Committee for review. Article 8 read: “All matters concerning reforms in Tibet shall be resolved entirely on the basis of the will of the Tibetan people and through consultation by the Tibetan people.” Mao Zedong added the seven characters “and the leading personnel of Tibet” after “by the Tibetan people.”
