Notes on the Decision of the Central Finance Commission Concerning the Summer Grain Tax Collection in Newly Liberated Areas (May 28, 1950) Zhou [1]: Have you reviewed these two documents [2]? They do not stipulate that all levels are prohibited from imposing burdens through successive layers of distribution, and they state only that “major regions may submit their opinions to the Central Finance Ministry for record,” which raises the possibility of further cumulative increases at each level. Is it necessary to send a telegram instructing localities not to impose such layered increases? Please consider and act accordingly. Mao Zedong, early morning of May 28. Printed from the manuscript. Notes: [1] Zhou refers to Zhou Enlai. [2] One of the documents is the decision issued by the Financial and Economic Committee of the Government Administration Council on May 23, 1950, concerning the summer grain tax collection in the newly liberated areas for 1950. The other document is unspecified.
