This is a comment written by Mao Zedong on a letter from Liu Shaoqi dated May 27, 1950, addressed to Nie Rongzhen, Acting Chief of General Staff of the People's Revolutionary Military Commission of the Central People's Government, and reported to Mao Zedong.

Liu Shaoqi's letter stated: The commander of the Soviet Air Force Composite Aviation Group tasked with air defense operations in the Shanghai area, Bakitsky, along with Ambassador Roshchin and Military Attaché Kotov, came to my office and discussed the following issues: (1) Our first air force brigade is scheduled to be established between June 15 and July 1, flying to Xuzhou and Nanjing, and designated as the Fourth Air Force Brigade. "This marks the establishment of our motherland's first air force unit and should be given due attention." (2) In order to protect our air force and for other purposes, we should immediately organize our radar network. Currently, we have twelve radar sets in Shanghai. They require us to immediately organize a radar battalion of 600 personnel, of whom 300 must have an educational level of senior high school graduation or above. After three months of training by them, they can graduate and be capable of operating the equipment.
