Your telegram of the 18th has been noted. Regarding the issue of military reorganization and demobilization, the Central Committee has formed a committee, with Comrade Zhou Enlai as director and Comrade Nie Rongzhen as deputy director, to handle in a unified manner such matters as the number of demobilized personnel, the timing, subsidies for returning home to engage in production, and local welcome and resettlement arrangements. The Northwest region should handle matters in a unified way. A training period of one week to half a month is too short, and the issue of issuing funds for half a month to three months also requires further consideration; a telegram with further instructions will follow.
