To Comrade Deng Zihui\(^1\) Regarding Attending the Central Committee’s Land Reform Conference and Other Matters
(May 12, 1950)

Comrade Zihui:

(1) How is the drafting of the land reform laws and decrees progressing? Can they be delivered to the Central Committee by May 15?

(2) Please instruct the provincial party committees of Hunan, Hubei, and Jiangxi to each send one comrade who is familiar with the situation and understands the policies to the Central Committee to attend the land reform conference. If the provincial party secretary cannot come, then send a deputy secretary or secretary-general. The Central-South Bureau should also send an appropriate comrade. The above four individuals must arrive at the Central Committee by May 23.

(3) Comrade Zihui, you yourself should prepare to come to the Central Committee around June 5 to attend the meeting of the National Committee of the Chinese People’s Political Consultative Conference and to participate in the Central Committee’s meeting to finalize the draft land reform laws and decrees. The date of departure will be notified separately by telegram at that time.
