Central Committee's Instruction on Forwarding a Letter Excerpted by the Beijing Municipal Committee[1]

To the East China Bureau, to be forwarded to the Zhejiang Provincial Committee, and to be communicated to all central bureaus and sub-bureaus, to be forwarded to all provincial committees, district party committees, and prefectural committees:

We have received a letter[2] from Comrade Zhang Jingxin, who works in Zhejiang, forwarded by the Beijing Municipal Committee, and are now sending it on to you. Such work practices, which violate policy and exhibit commandism, are intolerable. It is imperative to seek truth from facts, conduct a thorough investigation, carry out genuine rectification, and report the results to the Central Committee. In provinces and counties where similar situations exist, investigations and corrections must be made, and strict party rectification and cadre education must be carried out to thoroughly set things right.

[2] There is an error here. This letter was written by Bao Jieru, a former Tsinghua University student who joined the southbound work group and worked at the Ningbo Prefectural Committee of the Chinese Communist Party in Zhejiang Province. The letter reflected unlawful and undisciplined conditions in the rural work of that region. The letter was forwarded to the Beijing Municipal Committee by Zhang Jingxin of Tsinghua University.
