Hereby forward Comrade Deng Zihui's telegram of April 25[3] to you, to serve as a reference for your drafting of the land reform decree. Your views on the matter are awaited.

[2] Rao Shushi, then serving as First Secretary of the East China Bureau of the CPC Central Committee.
