Directive Forwarding the Central-South Bureau’s Summary on Rent Reduction [I]

East China Bureau, Southwest Bureau, Northwest Bureau, North China Bureau, and forward to their subordinate provincial Party committees, regional Party committees, municipal Party committees, prefectural Party committees, and county Party committees:

The Central-South Bureau’s April 20 telegram summarizing rent reduction is hereby forwarded for your study. In particular, the points that “many democratic personages say we do not keep our word, that regulations set by higher authorities can be arbitrarily altered by lower levels, and that this state of affairs must be corrected,” and that “since the war has ended, rural reform has already drawn people’s prominent attention, and the period of conducting affairs behind closed doors is over. All policies that we ourselves have put forward and that all democratic parties and groups have raised their hands in approval of must first of all be steadfastly carried out by ourselves.” These views are entirely correct, and it is earnestly hoped that comrades everywhere will take note.
