[2] Refers to the report submitted on April 13, 1950, by the Central-South Finance and Economy Committee to the Finance and Economy Committee of the Government Administration Council regarding the impending shutdown of private cotton mills in Wuchang, which urgently needed resolution. The report stated that the Zhenhuan Cotton Mill, No. 1 Cotton Mill, Yuhua Cotton Mill, Shenxin Cotton Mill, and others, due to tax and debt collection pressures, credit tightening, a monetary squeeze, and unsalable finished products, had reached an extremely precarious state.
