Additions Made by Mao Zedong to Lin Biao’s Telegram on the Demobilization of Troops in the Central-South Region [1] [2] (April 12, 1950) It should be actively emphasized that demobilization is intended to enable soldiers to return to their hometowns to engage in production and to help build the militia.
Upon returning home, they must obey the leadership of the district and township governments, set a model example among the people, and refrain from acting arbitrarily.

Notes [1] Lin Biao was at the time Commander of the Central-South Military Region of the People’s Liberation Army. [2] On April 12, 1950, Lin Biao sent a telegram to Deng Zihui, Tan Zheng, Zhao Erlu, and Tao Zhu concerning the demobilization of troops in the Central-South Region.
After Mao Zedong reviewed and revised it, the telegram was dispatched, with Mao having added this passage.
