**Critique on the Report on the Sino-Soviet Treaty**

This report is to be printed in a number of copies by Comrade Zhou [1] today, and distributed tomorrow to the one hundred seventy or eighty people who are to attend this session of the Central People’s Government Council [2], one copy per person.

At this session of the Government Council, in addition to the speeches by Comrades Zhou, Chen, Lin, and Deng [3], it seems appropriate that Zhang Zhizhong, Cheng Qian, Zhang Lan, Li Jishen, Huang Yanpei, and Guo Moruo [4] — six persons in all — should also be given the opportunity to speak.
