[1] Refers to Chen Yi's report of April 4, 1950, to Mao Zedong and the Central Committee on issues such as public bonds and taxation. The report outlined the following policies and measures to resolve bond and tax issues: 1. Mobilize Party, government, and people's organizations to actively carry out explanatory work, strictly punish disruptive elements exploiting the situation, and review and improve flaws in working methods and tax categories. 2. Convene intra-Party meetings to clarify that bond and tax tasks should be shared among new and old liberated areas, as well as urban and rural areas, to jointly overcome difficulties. Previously, Shanghai's burden was light, taking into account the early post-liberation situation and the blockade; now the burden is slightly increased, but compared to the Kuomintang era and other regions, it is not disproportionately heavy and still accommodates Shanghai's realities. Mobilize workers', peasants', youth, and women's organizations to study concrete examples of factories, schools, and shops overcoming difficulties, using these examples to persuade all sides. 3. Convene meetings of financial and economic personnel to consider necessary flexible and supplementary steps, without undermining the arrangements of the Central Finance Ministry, to obtain practical measures for maintaining Shanghai's industry and commerce, and to discuss specific relief measures for unemployment and school dropouts.
