Commentary by the Central Military Commission on the North China Military Region’s Telegram of Instructions for Correcting Biases in Military Production (April 2, 1950)  To All Central Bureaus and Military Regions:  We are hereby transmitting to you one copy of the North China Military Region’s telegram of instructions dated March 31, 1950, concerning the correction of biases in military production [1]. You are requested to circulate this document for the information of all subordinate units and to rectify any such biases within your own forces.

Notes  [1] The telegram identifies the following biases in military production that should be corrected: (1) Concentrating too much effort on production while neglecting the task of suppressing bandits; (2) Undertaking excessive labor without adequate preparation of tools; (3) Loose management leading to desertion among soldiers; and (4) In the course of mobilizing for production, placing undue emphasis on profit-sharing at the expense of adequately stressing the importance of increasing national wealth and alleviating the burden on the people.
