Correcting Deviations in Army Production Is of Utmost Importance [1]

To all central bureaus and all military regions:
We hereby forward to you the telegram (two items) from the North China Military Region dated March 31 on correcting deviations in army production. You are requested to distribute it to your subordinate units for reference and to correct similar deviations in your own forces. This is of utmost importance.

[1] This is a telegram drafted by Mao Zedong for the People’s Revolutionary Military Commission of the Central People’s Government, forwarding the directive of the North China Military Region of the Chinese People’s Liberation Army dated March 31, 1950, on correcting deviations in army production.
[2] The directive pointed out that the following deviations in army production should be corrected: (1) concentrating efforts on production while relaxing the task of suppressing bandits; (2) tools not prepared in advance and excessive labour; (3) lax management causing soldiers to desert; (4) during production mobilization, one-sidedly emphasizing the distribution of profits, with insufficient emphasis on the spirit of increasing national wealth and lightening the people’s burdens.
