In December 1949, the Head Office of the Bank of China moved to Beijing. To facilitate timely communication and disseminate the guidelines and policies of the Party and state, the Head Office decided to launch a publication called “Bank of China Staff.” Zhang Wenqiu, then deputy director of personnel in charge of the Education Section at the Head Office, proposed asking Mao Zedong to write its masthead. One day in March, Zhang Wenqiu and her daughter Liu Siqi went to Zhongnanhai to ask Mao to write the masthead. Mao gladly agreed and wrote several versions on the spot. After securing approval from the Head Office leadership, it was officially adopted in Beijing.
