Comrade Shaoqi:

(1) Agree to Su Yu's transfer of four divisions for naval warfare exercises.

(2) The few sentences in the preamble of the Loan Protocol [2], meaning it is China's recompense to the Soviet Union, should not be deleted.

(3) The Treaty and Agreements [3] should be published by both sides on the same day; the date will be notified separately.

(4) Boda [4] has written an editorial for Xinhua News Agency, which we have reviewed. It can be sent to you tomorrow. Please consult with Qiaomu [5] and publish it simultaneously with the publication of the Treaty.

[2] Refers to the Agreement between the Central People's Government of the People's Republic of China and the Government of the Union of Soviet Socialist Republics on Granting Loans to the People's Republic of China. The preamble of this agreement stated: "The Government of the Union of Soviet Socialist Republics agrees to meet the request of the Central People's Government of the People's Republic of China and grant China a loan to be used as payment for machinery, equipment, and other materials that the Soviet Union has agreed to deliver to China."
