Comrade Shaoqi:
In our opinion, Liu Fei should serve as Minister of Water Resources, and it would be inappropriate for him to serve as Minister of Communications under the leadership of Zhang Bojun. He Yaozu may serve as Minister of Communications, and Chen Mingshu may serve as Minister of Agriculture and Forestry. Tang Shengzhi and Huang Qixiang may serve respectively as Vice Chairmen of Hunan and Guangdong Provinces.

On 11 April 1950, the Sixth Meeting of the Central People’s Government Council approved the appointments, appointing Liu Fei as Minister of Water Resources of the Central-South Military and Political Committee, He Guiyan (i.e., He Yaozu) as Minister of Communications of the Central-South Military and Political Committee, Chen Mingshu as Minister of Agriculture and Forestry of the Central-South Military and Political Committee, Huang Qixiang as Minister of Justice of the Central-South Military and Political Committee, and Tang Shengzhi as Vice Chairman of the Hunan Provincial People’s Government.
