Telegram to Liu Shaoqi Conveying Greetings to Ho Chi Minh[I]
(February 1, 1950)

Comrade Liu Shaoqi:

Please convey our greetings to Comrade Ho Chi Minh. In the heroic struggle for the independence of the Vietnamese nation and the establishment of a Vietnamese people's democratic regime, he has played the role of leader and organizer. China and Vietnam have already mutually recognized each other and will soon establish diplomatic relations. The Soviet Union has already recognized Vietnam, and it is estimated that the other new democratic countries may also grant recognition (the Vietnamese request for recognition by various countries and the establishment of diplomatic relations, a declaratory document, has already been forwarded by our embassy in the Soviet Union to the embassies of the various new democratic countries in the Soviet Union). We extend our profound congratulations on Vietnam's joining the anti-imperialist democratic family headed by the Soviet Union, and we wish for the early realization of the unification of the entire territory of Vietnam, and good health to Comrade Ho Chi Minh and his comrades-in-arms.
