[The Hsinhua News Agency, Peking, January 20th] Hu Qiaomu, Director of the Information Administration of the Central People's Government, today issued a statement to the Hsinhua News Agency correspondent, refuting the shameless rumors fabricated by U.S. Secretary of State Dean Acheson.

Director Hu Qiaomu stated: In his lengthy speech at the National Press Club on January 12, U.S. Secretary of State Dean Acheson fabricated a whole series of rumors. The officials of U.S. imperialism, represented by people like Acheson, are degenerating day by day into the most incompetent political swindlers who cannot survive without resorting to the most shameless rumors. This fact demonstrates the degree of spiritual degradation to which the U.S. imperialist system has sunk. Acheson's entire speech uses rumors to cover up the reality of U.S. aggressive policies. For example, he said, "Our interests are consistent with the interests of the peoples of Asia." Referring to China, he said that the interests of the United States and the interests of the Chinese people "are not incompatible." "From the time of the announcement of the Open Door policy, through the signing of the Nine-Power Treaty [2], to the recent resolutions of the United Nations General Assembly, this principle has remained, and we have been unswervingly faithful to it." There is not a single word here that is not a lie. To use every possible means to penetrate China and turn China into a U.S. colony—this is the basic policy of the United States. Using six billion U.S. dollars in recent years to help Chiang Kai-shek kill several million Chinese people—this is what is meant by the so-called interests of the United States and the interests of the Chinese people "not being incompatible."

Director Hu Qiaomu stated: The most shameless rumor of Acheson's that we refer to is not the above, but the rumors he fabricated regarding Sino-Soviet relations.

Acheson said: "The Soviet Union is incorporating the northern regions of China. The methods already implemented in Outer Mongolia [1] have been almost implemented in Manchuria [2] as well. I believe Soviet agents are making very good reports from Inner Mongolia and Xinjiang to Moscow. This is the current situation, namely, that vast areas inhabited by the entire Chinese population are being detached from China and incorporated into the Soviet Union. The Soviet Union's occupation of four regions in northern China is an important fact for the powers concerned with Asia, and it is very important to us."

The U.S. State Department has its own history of statements on Sino-Soviet relations. That the Soviet Union helped the Chinese Communist Party is without any foundation—this was a phrase often used by the gentlemen of the U.S. State Department before 1948, because at that time, in the eyes of these State Department gentlemen, the U.S. war gamble in China still seemed to hold some hope. The Soviet Union seeks to control China—this was the statement made in the White Paper on China issued by the State Department in 1949, because by then the State Department gentlemen already felt that their gamble was nearly lost. The Soviet Union occupies four regions in northern China—this is the statement of January 12, 1950, because the U.S. gamble on the Chinese mainland has been completely lost, leaving only Taiwan, where it seems they still want to try something. Thank God, under the sweeping advances of the Chinese people and the Chinese People's Liberation Army, the U.S. imperialists have no better recourse than to fabricate such rumors. Such incompetent slander and vilification—that the Chinese Communist Party is a running dog of the Soviet Union, that the Soviet Union has already, is currently, or will annex China—can only arouse the indignation of the peoples of China and the Soviet Union and strengthen the friendly cooperation between the two countries. It will yield no other result.
