Telegram Regarding Explanation to Democratic Figures of Actions Such as the Requisition of Foreign Barracks (January 18, 1950) Comrade Shaoqi: Your telegram of January 17 has been received.   (1) The United States has withdrawn all its official personnel from China, a development that is highly advantageous to us. However, among the democratic figures there are those who suffer from “fear of America” and may express dissatisfaction with our measures to requisition foreign barracks and the like. Please pay careful attention to providing appropriate explanations.   (2) When Mr. Hu Jiesen[1], the British Chargé d’Affaires, arrives in Beijing, what issues should we raise in our talks with him? I request that the Central Committee convene a meeting of Foreign Ministry personnel to discuss this matter, formulate a clear policy stance and specific points to be raised, put these into a written document, and inform me of the outcome in advance.
