Telegram Concerning the Deployment of Land Reform in the Three Provinces of Shaanxi, Gansu, and Ningxia (January 17, 1950)  To Peng and Xi [1] via the Central Committee:  We have received your telegram of the 13th.  (1) The items proposed for discussion at the First Meeting of the Military–Administrative Commission are all appropriate. Among them, it is more advisable that Shaanxi, Gansu, and Ningxia should carry out land reform this winter only in certain areas to gain experience, and postpone its widespread implementation until next winter.  (2) It would be acceptable for Chairman Burhan [2] to go to Moscow after the meeting; however, whether there is sufficient time for him to do so cannot be decided until around the 25th or 26th.
