Please pay attention to two matters: (1) When issues such as the revision of the Sino-Soviet Treaty are discussed at the Government Administration Council meetings and the Government Committee, instruct those attending to maintain confidentiality. (2) Before Zhou Enlai and the group of over ten people depart, or while on the train during the journey, these individuals should be assembled to announce discipline, forbidding reckless talk and action, and requiring that everything be done under command.
