In the entire territory of Guangxi, the southern route of Guangdong and the Leizhou Peninsula, the entire territory of the Southwest (except for the two units of Li Mi and Yu Chengwan[2] and one unit of Hu Zongnan[3] in Xichang), and the entire territory of the Northwest, the remnant enemy forces have all been wiped out. Please draft a congratulatory telegram in the name of the Central Committee of the Communist Party of China to all field armies. After the draft is completed, show it to me for review before sending it out.

[2] Li Mi and Yu Chengwan were then serving as commanders of the 8th Army and the 26th Army of the Kuomintang forces, respectively.
[3] Hu Zongnan was then a senior Kuomintang military commander.
