Lin, Luo, and Liu, with a note to Cheng and Huang: First, the areas of Fengtai, Mentougou, Shijingshan, and Changxindian are important industrial zones. Our 5th and 11th Columns are currently engaged in combat there. It is requested that they pay close attention to protecting these industries. The approach should be to leave everything as it is, continuing to employ the original workers, staff, factory directors, and managers; our forces will only dispatch personnel to oversee operations and provide security. Second, the regions of Shahe, Qinghe, Haidian, and Xishan are significant cultural heritage sites. All existing administrative personnel should remain in their positions without change. Our troops will merely provide security and establish liaison channels. Particular care should be taken to maintain contact with faculty, staff, and students of Tsinghua University, Yenching University, and other institutions, jointly discussing ways to minimize damage during military operations. Third, since the 31st Column is already fighting in Shijingshan and still needs to coordinate with the 5th Column in the Fengtai area, it appears temporarily difficult for them to move to the Nan’kou and Shahe regions to assume the duties of the 4th Column. Therefore, the 4th Column may retain one division in the Nan’kou and Shahe areas, while the column headquarters, leading the main force, can proceed directly to Zhangjiakou, which would be entirely sufficient. The departure time of this column should be determined by Lin, Luo, and Liu, with an estimated arrival in Zhangjiakou within approximately one week. Two Six
