Dear Comrades and Friends:

For me to have the opportunity at this time to visit the capital of the Soviet
Union, the first great socialist country in the world, is a very happy event in
my life. A deep friendship exists between the peoples of [our] two great countries, China and the Soviet Union. After the October Socialist Revolution, the
Soviet government, following the policies of Lenin and Stalin, took the lead
in abrogating the unequal treaties [concluded] with China under Imperial Rus-sia. Over a period of almost thirty years, the Soviet people and the Soviet government have, on several occasions, assisted the Chinese people in their cause
of liberation. The Chinese people will never forget that in the midst of their
ordeals they received such fraternal friendship of the Soviet people and the
Soviet government.

The important tasks for the present are consolidating the world peace front
headed by the Soviet Union and opposing those who stir up war as well as
consolidating relations between our two great countries, China and the
Soviet Union, and developing the friendship of the Chinese and Soviet peoples. I am confident that with the victory of the Chinese People’s Revolution
and the founding of the Chinese People’s Republic, with the joint efforts of
the New Democracies’ and the peace loving peoples of the world, with the
common aspirations and close cooperation of [our] two great countries, China
and the Soviet Union, and especially with the correct international policies of
Generalissimo Stalin, these tasks will certainly be fully carried out and excellent results will be attained.
Long live the friendship and cooperation of China and the Soviet Union!
