The People's Revolutionary Military Council today issued a directive on the participation of the armed forces in production and construction work in 1950.[2] Upon receiving it, you should immediately study it and, within your respective jurisdictions, actively and appropriately implement it among all units and organs that are in a position to take part in production and construction work. Care should be taken to avoid the mistakes made in the past when the armed forces participated in production and construction. A distinction should be made between the front and the rear, between units and organs that meet the conditions for participating in production and those that do not yet meet such conditions. Local conditions and financial resources should also be taken into account in properly resolving this issue. This is an important matter. If handled well, it will improve the livelihood of the troops and organs, save a portion of state expenditures, and produce a favorable impact among the people throughout the country.
