Telegram Regarding the Prevention of Remaining Kuomintang Government Forces from Retreating into Vietnam and Burma (December 29, 1949) Comrade Shaoqi: Please inform Liu and Deng [1] to convey to Lu Han [2] and our troops in Yunnan that they should only block Li Mi and Yu Chengwan’s [3] vanguard from advancing toward Vietnam and Burma, but must not threaten or pursue their rear guard, so as not to cause these enemy forces to retreat prematurely into Vietnam.
Both Lu Han and our own forces should carry out political work among the enemy, encouraging them to revolt.
