Telegram Regarding Information on the Convening of People’s Representative Meetings at the County and Municipal Levels in the East China Region (December 29, 1949) Comrade Rao Shushi [1] (Forwarded from the Central Committee): Please telegraph the following information:  (1) How do the tax rates imposed by your authorities on foreign-owned enterprises in Shanghai compare with those applied to Chinese-owned enterprises—in terms of relative levels?  (2) Is there sufficient assurance that the revenue allocation for East China as set forth in the national budget will be fully realized?  (3) Among all counties within the East China region, how many have already held their People’s Representative Meetings, and how many remain to be convened?
Have all municipal-level representative meetings (for cities with populations exceeding 30,000) been held?
Is it feasible to ensure that every county and municipality throughout East China holds a single session of the People’s Representative Meeting during January–March 1950?  (4) What were the experiences and outcomes of the recent Shanghai Municipal People’s Representative Meeting?
