Central Committee: (1) According to Jiaxiang [1], Poland, Czechoslovakia, and Germany all wish to do business with us.
It appears that, apart from the Soviet Union, trade relations are about to develop with these three countries.
In addition, Britain, Japan, the United States, India, and other countries either already have business dealings or are about to do business.
Therefore, when preparing the trade treaty with the Soviet Union, you should proceed from the perspective of overall planning.
The Soviet Union is of course the first priority, but at the same time you must prepare to do business with Poland, Czechoslovakia, Germany, Britain, Japan, the United States, and others, and there should be a rough calculation of the scope and volume. (2) The telegram of the 21st has been received.
It has been arranged with Stalin to hold a discussion on the 23rd or 24th.
After this discussion, the policy can be determined and telegraphed to you.
