Notice of the Central Committee on the Implementation of Instructions Regarding the Army’s Participation in Production and Construction Work (December 5, 1949) To all Central Bureaus, Sub-bureaus, Forward Commands, and Military Regions: The People’s Revolutionary Military Commission has today issued instructions concerning the army’s participation in production and construction work in 1950. Upon receipt, you are to study these instructions immediately and, within your respective jurisdictions, ensure that all units and organs capable of engaging in production and construction activities do so actively and appropriately. Particular care should be taken to avoid the mistakes made in the past when the military undertook such work; a clear distinction must be drawn between the front lines and the rear areas, as well as between those units and organs that are already equipped to participate in production and those that are not yet ready. Local conditions and financial resources should also be carefully considered in order to address this matter in a suitable manner. This is an important issue. If it is handled well, it will improve the living standards of troops and personnel in government organs, enable the state to economize on certain expenditures, and have a positive impact throughout the country.
