A passage added by Mao Zedong to the draft telegram [1] in which the Central Committee approved the Central China Bureau’s decision on rectifying the unhealthy work style of rural cadres (December 1, 1949): “In addition to implementation in all provinces of the Central China region, the East China, Northwest, Southwest, and other areas where similar conditions prevail must also attach great importance to correcting such errors. In particular, arbitrary shooting, killing, and arrest must be prevented and prohibited; they must never be allowed to continue unchecked.” Printed from Mao Zedong’s manuscript. Note [1]: When this telegram draft was submitted to Mao Zedong for review and revision, the original text read: “To the Central China Bureau, with copy to all Bureaus: Acknowledged your telegram of November 29. With regard to the decision on rectifying the unhealthy work style of rural cadres, after review by the Central Committee it is deemed feasible and is proposed to be immediately published by Xinhua News Agency. Central Committee, December 1.” The passage added by Mao Zedong follows directly after the phrase “published by Xinhua News Agency.” This decision of the Central China Bureau was subsequently published in the December 6, 1949 issue of the People’s Daily.
