The report forwarded by Nie Rongzhen, originally from Liu Yalou, Commander of the People's Liberation Army Air Force; Chang Qiankun, Deputy Commander; Wang Bi, Deputy Political Commissar; and Wang Bingzhang, Chief of Staff, dated November 1, 1949, stated: Based on the findings of Soviet aviation experts during their domestic reconnaissance of various airfields in Taiyuan, Shijiazhuang, Baoding, Jinan, and other locations, and according to the experts' opinions, Taiyuan and Shijiazhuang are considered unsuitable for running aviation schools. The three locations of Beijing, Jinan, and Baoding each have their own advantages and disadvantages for running aviation schools. The disadvantage of Jinan is that its safety cannot be fully guaranteed. The conditions of the airfield in Baoding are not bad, but the disadvantage is that the buildings are in relatively poor condition. Establishing a school at Nanyuan in Beijing is very good at present, but it may feel somewhat crowded when military and civil aviation develop further in the future. Nie Rongzhen's forwarding report stated: The locations for two aviation schools have yet to be determined. The current opinion of the Soviet experts is to set up one school each in Jinan and Beijing Nanyuan. Please determine this quickly to facilitate all planning.
