To the South China Bureau, with copies to the Central China Bureau, Comrade Lin Biao [1], the Jiangxi Provincial Committee, the Hunan Provincial Committee, as well as the East China Bureau and the Northwest Bureau: We have received your telegram of November 25.


(1) We approve the proposed allocation of seats and the agenda for the First All-People’s Representative Conference of Guangzhou City.


(2) You must pay close attention to the convening of all-people’s representative conferences at the city and county levels throughout Guangdong Province; such conferences should be held in every city and every county. You must regard these city- and county-level all-people’s representative conferences as an extremely important instrument for uniting all sectors of the population, mobilizing the masses to carry out bandit suppression and anti-feudal struggle, eliminating secret agents, reducing rents and interest rates, collecting taxes and grain requisitions, restoring and developing production, and reviving and expanding cultural and educational work—up to and including the completion of land reform. They are to be convened uniformly once every three months.


(3) With regard to the all-people’s representative conferences at the city and county levels in Hunan, Jiangxi, Hubei, and Henan—prior to the convening of the county-level all-people’s representative conference, a county-level peasant representative conference must be held, from which peasant delegates to the county-level all-people’s representative conference will be elected—the Central China Bureau and the provincial committees of the four provinces must give full attention to providing guidance, ensuring timely convening, and summarizing and exchanging experience.


(4) In the first half of 1950 (in spring or summer), the five provinces of Henan, Hubei, Hunan, Jiangxi, and Guangdong must hold their respective first provincial peasant representative conferences and first provincial all-people’s representative conferences.


(5) With respect to items (2), (3), and (4) above, please see that the East China Bureau and the Northwest Bureau take note and implement them accordingly.
