The Forces under He and Li Should Be Placed under the Command of Liu, Deng, Zhang, and Li[1]

Liu and Deng, He and Li:

(1) For the purpose of achieving coordinated and unified action to completely annihilate the various enemy forces in Sichuan and Xikang[2], the Military Commission has decided that the forces under He and Li (the Eighteenth Army Group and other units) shall be placed under the command of Liu, Deng, Zhang, and Li[3]. We will not exercise direct command over He and Li, so as to avoid any divergence.

(2) Telegrams sent by He and Li to Liu and Deng shall simultaneously be sent in one copy to us.

(3) It is essential that the above points be followed accordingly.
