Central Committee Telegram on the Transfer of the Ikh Zhao League to North China (November 24, 1949) To the Northwest Bureau, with copy to the North China Bureau: We have received your telegram dated Xu-Geng. With regard to the transfer of the I League [1] to North China, this matter was originally agreed upon by Comrades Bo Yibo [2] and Ma Mingfang [3], who arranged for Ma to convey the decision through the Northwest Bureau in order to seek your consent before implementation. Since Ma has since departed for the Northeast on a fact-finding visit, you were not yet aware of this decision. Now that your reply indicates your agreement, please proceed directly to consult with the North China Bureau regarding the handover procedures. In doing so, ensure that both sides are satisfied, and that the issue of Qi Zixiang [4] as well as the relationship between the I League and Fu Dong [ ] are handled appropriately. [2] Bo Yibo was then First Secretary of the CPC North China Bureau and Political Commissar of the North China Military Region of the People’s Liberation Army. [3] Ma Mingfang was then Deputy Secretary of the CPC Northwest Bureau. [4] Qi Zixiang, also known as Qi Tianxiang, was formerly the Security Commander of Jungar Banner in the Ikh Zhao League under the Kuomintang government. On November 5, 1949, he led his forces in an uprising. [ ] Fu refers to Fu Zuoyi, a former Kuomintang military commander who led his troops in an uprising in Beiping in January 1949 and contributed to Dong Qiwu’s subsequent uprising in Suiyuan; at that time he served as a member of the Central People’s Government. Dong refers to Dong Qiwu, another former Kuomintang military commander who led his forces in an uprising in Suiyuan in September 1949; he was then a member of the First National Committee of the Chinese People’s Political Consultative Conference.
