Telegraph from the Central Committee to the East China Bureau Concerning the Powers of the Consultative Committee (November 24, 1949)  East China Bureau: Your telegram dated Xigeng has been received.  At Shanghai’s Second Conference of Representatives from All Sectors, a consultative committee of approximately forty members should be elected. Its functions shall be to submit proposals to the Municipal Government during the intervals between sessions of the conference and to prepare the agenda and draft motions for the next session of the conference.
