Telegram from Mao Zedong and Zhu De to Panchen Erdeni [1]

Mr. Panchen Erdeni:

We were very pleased to read your telegram [2] of October 1. The people of Xizang are patriotic and oppose foreign aggression; they are dissatisfied with the policies of the Kuomintang reactionary government and are willing to become a member of the big family of the new China, a unified, prosperous, and strong new China of equality and cooperation among all nationalities. The Central People's Government and the Chinese People's Liberation Army will surely be able to satisfy this wish of the people of Xizang. It is hoped that you, sir, and all patriotic personages in Xizang will strive together for the liberation of Xizang and the unity of the Han and Tibetan peoples.
