These are Mao Zedong’s comments on a report submitted on November 12, 1949, by He Cheng, Minister of Health of the General Logistics Department of the People’s Revolutionary Military Commission of the Central People’s Government, and Fu Lianzhang, Deputy Minister.

The report proposed establishing three military medical universities:
1. Transform the North China Medical University (also known as the Bethune Medical University) into a military medical university primarily for training cadres at or above the regimental level.
2. Convert the former National Defense Medical College in Shanghai into the Shanghai Military Medical University, which would train medical personnel below the regimental level and enroll new students for further education.
3. Reorganize the Changchun Medical University in Northeast China into the Changchun Military Medical University to train medical officers for the air and naval forces, as well as other medical staff below the regimental level.

Refers to the proposal in He Cheng’s report to relocate the North China Medical University. The report argued that the university was currently located in Shijiazhuang, occupying civilian residences, leading to widespread public dissatisfaction, and should therefore be moved to either Beijing or Tianjin. The second option suggested relocating it to Tianjin, merging it with Hebei Medical College, and converting it into a military medical university.
