We approve the entire list of division-level and higher political cadres proposed for assignment to the two armies and seven divisions being reorganized under Dong Qiwu.
All these political work personnel must be assembled together and systematically trained in the Party’s principles, policies, and methods pertaining to work among troops in Suiyuan, ensuring they fully understand them before being dispatched.
Otherwise, they should not be sent.

Bo refers to Bo Yibo, then Political Commissar of the North China Military Region.
The first Zhang refers to Zhang Nansheng, then Deputy Director of the Political Department of the North China Military Region.
