Telegram from the Central Committee on Establishing the East China Military and Political Commission

East China Bureau:
Regarding temporarily not establishing an East China People’s Government instead of an East China Military and Political Commission to serve as the transitional governing organ, plus the issue of the commission’s candidate list — Chen and Liu[1] upon returning to Shanghai have presumably conveyed our opinion. Now request you immediately give it consideration and report the specific list by telegram before the 15th of this month, so that along with the Central China and Northwest lists it may undergo final review by the Central Committee and be submitted to the Central Government for approval. We believe the time for establishing this provisional East China governing organ is already ripe.
