Telegram to Peng Dehuai
(November 6, 1949)
Comrade Dehuai, with copy to the Northwest Bureau:

(1) We have received your telegram regarding the situation in the West and are greatly relieved to learn that, following your study, the circumstances in Xinjiang have become quite clear.

(2) We agree that Cao Liru[1] be appointed as the First Vice Chairman of the Xinjiang Provincial Government.

(3) Please submit, at the forthcoming Northwest Bureau meeting in Lanzhou, a comprehensive list including the complete rosters of the provincial governments of Shaanxi, Gansu, Qinghai, and Ningxia, as well as the lists of the municipal governments of Xi’an, Lanzhou,[2] and Dihua,[3] together with the roster of the Northwest Military and Political Committee. After thorough consideration, forward this consolidated list to the Central Authorities for final decision; upon approval by the Central Government, it shall be promulgated by order.

(4) Regarding the Xinjiang Provincial Military and Political Committee, Zhang Zhizhong[4] has previously indicated that his name need not be included, and there is no objection to his not assuming this post. What should now be considered is that Xinjiang already has a Joint Provincial Government and a Joint Military Region, with Comrade Peng serving as both Commander and Political Commissar. Under these circumstances, it would seem unnecessary to establish a separate Military and Political Committee.

Cao Liru was at the time Director of the Northern Shaanxi Administrative Office of Shaanxi Province.

Zhang Zhizhong had served as Director of the Nationalist Government’s Northwest Pacification Headquarters and concurrently as Governor of Xinjiang Province, making significant contributions to the peaceful liberation of Xinjiang.
He was then a member of the Central People’s Government and the People’s Revolutionary Military Commission.
